Huasheng Online News on June 7th Recently, a kennel named "Uncle Mustache" in Changsha was inspected for disturbing the residents. The police and the staff of the inspection station came to the door and found that the kennel had a foul smell and the dogs were kept in a poor environment. It was very different from the photos and videos released by the store. The dogs in the kennel were so dirty that they couldn't bear to look at them. Subsequently, the police and staff rescued all 25 dogs in the house.

In summer, some dogs become grumpy due to the hot weather. On June 4, residents in Dongjing Trade City, Yuhua District, Changsha City complained that some residents were raising more than 20 dogs, causing a stench and disturbing noise. Many residents were deeply concerned about this. The police came to investigate and found shocking conditions in this kennel.

After receiving the call from the masses, police from the Yuhua District Public Security Bureau and staff from the Yuhua District Dog Inspection Center rushed to the scene. While still outside the door, they heard the barking of dogs coming from the room.

"This situation has lasted for nearly a year. When the weather gets hot, everyone, especially the residents living in the same building, is unbearable." Seeing someone coming to deal with the problem, residents in the community complained one after another.

When the door was opened, everyone couldn't bear to look at the scene in the room, because the owners who couldn't bear the barking called it "too cruel." There were 17 giant poodles and 8 puppies waiting to be fed in the room. The stench was overwhelming. The dog's excrement accumulated in the room was as thick as skating when walking on it. The smell was so bad that the people on site were nauseated.

With the efforts of the police and the staff of the inspection center, all the dogs were safely transferred to the Dog Inspection Center in Yuhua District, Changsha for isolation observation and medical epidemic prevention inspections. Staff told a reporter from Sanxiang Metropolis Daily that these dogs are in poor condition because they have lived in a harsh environment for a long time. After the dogs recover, they will be open to the public for free adoption.

Du Jeff, the person in charge of the Yuhua District Dog Inspection Center who participated in the on-site disposal, said that the dogs in the room were all raised for the purpose of selling. An industry association certificate that had expired in 2019 was found on site, showing that it was a company called "Uncle Mustache Kennel". The person in charge of the kennel often posted pictures of various dogs in WeChat Moments and clearly marked the prices. However, the photos and videos posted by the store in WeChat Moments were quite different.

Currently, the person in charge of the kennel has been controlled by the police, and the details are under further investigation.

Barking dogs that disturb the public will be punished by public security

The Changsha Dog Breeding Management Regulations, which were officially implemented on May 1, 2019, clearly stipulate that dangerous dogs are not allowed to be raised, bred, or operated in strict management areas. A dog breeding license system and a dog rabies compulsory immunization system are implemented in the strictly managed area. If ordinary dogs are kept in strict management areas, each household is limited to one, and a dog-raising permit from the public security agency must be obtained.

Anyone who raises more than the limited number of dogs in a strictly managed area will be ordered by the public security agency to make corrections within a time limit; if corrections are not made within the time limit, the excess dogs will be confiscated and a fine of 1,000 yuan will be imposed for each excess dog. If a dog that is raised, operated or managed is allowed to bark frequently and interferes with the normal life of others, is allowed to intimidate others, or is driven to injure others, the public security organs shall impose penalties in accordance with the relevant provisions of the Public Security Administration Punishment Law of the People's Republic of China. If a dog causes damage to others, the dog owner shall bear corresponding legal liability in accordance with the law.
